Bas calls for civil servants to join statutory pension insurance

Bärbel Bas is proposing a radical restructuring of the German pension system. The Federal Labour Minister is calling for civil servants to pay into the statutory pension insurance in future, instead of being provided for by the state through pensions as they have been until now. "Then we would have more in the pot and the state wouldn't have to contribute so much," the SPD politician explains her proposal.

The logic behind it is simple: if civil servants paid into the statutory pension fund like employees, the insurance's revenue base would expand. This could reduce pressure on pension contribution rates and relieve public budgets, which currently finance pensions for approximately 1.6 million civil servants.

Resistance from civil service unions and the Union parties

However, the proposal faces considerable resistance. Bas is meeting with strong headwinds with her demand – particularly from civil service unions and Union parties, which are defending the established pension system. They argue that civil servants' pension guarantee is a core component of their employment and a changeover would mean massive loss of trust.

Pension reform 2026 is already on the political agenda. Bas' proposal aims to fundamentally modernise the system and put it on a broader footing. However, such a change would need to be constitutionally secured and would have massive implications for pension commitments to the civil service.

The debate reveals tensions in reform planning: while the SPD is seeking structural solutions to the pension crisis, other actors are defending established privileges. Whether Bas' proposal gets beyond the discussion phase remains open.
